Dr. Qiu Baoxing

Dr. Qiu is an Academician of the International Eurasian Academy of Sciences and the Party Secretary of the Chinese Society for Urban Studies. He also serves as the Chairman of the China Committee of the International Water Association (IWA), member of the China Council for International Cooperation on Environment and Development, chief expert for decision-making advisory under the China Association for Science and Technology, and member of the Beijing Advisory Committee for Science and Technology Strategic Decision-Making.

He held several significant positions, including Vice Minister of Ministry of Housing and Urban-Rural Development, Counselor of the State Council, Vice Chairman of the Environmental Protection and Resources Conservation Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the Deputy Head of the expert group of the State Council’s Coordination Group on Promoting Government Function Transformation and Administrative Reform, and member of the National Expert Committee on Climate Change.

He graduated from Fudan University and Tongji University, earning PhDs in Economics and Urban Planning. As a visiting scholar, he participated in research projects at Harvard University. During his 13-year tenure as Vice Minister of the Ministry of Housing and Urban-Rural Development, he was responsible for building technology, urban planning, rural development and urban infrastructure construction. Concurrently, he served as the Deputy Head of the State Council's Wenchuan Earthquake Reconstruction Coordination Group and was responsible for major national water pollution control projects. Over forty of his consultancy reports received comments from the Premier of the State Council. He has received multiple awards from UNESCO, the International Green Building Council, and the International Water Association. Many of his works have been translated and published by publishers around the world, including the UK, Germany, and Italy.
